ISA spending 2012-2015

The European Commission’s ISA2 (formerly ISA) programme supports the development of digital solutions that enable public administrations, businesses and citizens in Europe to benefit from interoperable cross-border and cross-sector public services.
According to C4P, ISA spent a total of €103Mio between 2012 and 2015 on private sector services to help it to achieve its mission.
A closer look at its spending decisions identifies trends and provides interesting insights into its needs:
46% was spent on High-level Consulting (mainly under ABC2 and ABC3 framework contracts) and IT Consulting (DESIS3-Lot 2 and STIS3), with a significant increase in the share of High-level Consulting in 2014 (when ABC3 started);
31% on Telecoms and Infrastructure (mainly for sTesta);
17% on IT Implementation and Support (DESIS3-Lot 1/3), showing a clearly decreasing trend over this period; and
6% on Communications and Benchmarking, with a significant increase in 2015.
At C4P, we see a growing need of ISA for support in the High-level Consulting and Communications areas and predict that this will not change in the coming years. Unsurprisingly, ISA is the biggest user of the ABC3 – High-level ICT Consultancy and Studies framework contract.

Big-4 at the EU

An overview of the Big-4s footprint at the EU since 2011.
Interesting findings:
Deloitte has been very successful in (non-BeLux based) EU Agencies;
PwC prefers to participate in Consortia more than any other Big-4;
KPMG focuses on a few mega-IT deals and financial audit contracts;
EY is particularly successful in non-IT market segments.
